According to the Delhi Excise (Amendment) Rules, 2021, published in a gazette notification on June 1, holders of L-13 licenses will be allowed to deliver liquor at home. The new rules ascribed by the government allows the holders of the necessary licences to serve liquor in open spaces such as terraces, the courtyards of clubs, bars, and restaurants, where customers will have the choice of getting alcohol in bottles.

Supreme Court backs home delivery of liquor

To avoid the spread of Covid-19 due to excessive crowding at liquor stores, the Supreme Court has also back then that home delivery of liquor.  As per the new rules, the licensee is only allowed to do home delivery of liquor when the orders are placed via an app or a web portal. The licensee is discouraged from delivering liquor to hostels, offices, and institutions. Also, the new amendment does not allow all liquor stores to start doorstep delivery of liquor but only to those who have a valid L-13 license. This amendment will also provide job opportunities as liquor store owners will have to hire delivery boys for fast deliveries.
